I don’t think Evangelion has a global government. That the US and EU are running their own fully independant Eva programs that Japan and Nerv have very limited influence over is a plot point when Asuka is introduced. There’s a global military alliance against the angels, but it doesn’t seem to go further than that.

And the homosexuality wasn’t because the author was progressive for the time or anything, he just wasn’t interested in drawing a man’s ass.
